I guess I should have been more clear. The user has an
account on the domain. I want the new user to be able to
log into Win XP but there is no account for him. How do I
set up an account on XP without creating a local account?

Is the XP Pro machine joined to the Domain?
If not, then join the domain via:
1. System control panel
2. Computer Name
3. Click Change
4. Select 'Domain' and enter domain name.
5. Reboot
6. On logon screen, make sure domain is listed rather than computer
name to login to.

PS: This will NOT work on XP Home. In which case you need to upgrade
to XP Pro.
