SIS-900 ?

I asked this question earlier but I worded the
question "all" wrong. What is the "SIS-900-Based PCI fast
Ethernet"?
Is this for "Road-runner", "broadband"?
I have "dial-up" but sometimes my computer gives me an
(error message) telling me my "SIS-900 Based PCI fast
Ethernet" is not "connected".
It is "enabled" but not connected so....how do I connect
it? If I understood my "internet provider" right, this is
so even my "dial-up service will run faster.
True?
False?
Help! If this will help me and my computer surf the net
faster, I'm all for it. (In the bottom of my computer it
shows a picture of two computers with an X through it).
