all windows programs print just fine but I can't print from
the program or from the command prompt.

Try this: "How to Restore the Operating System to a Previous State in
Windows XP" (http://support.microsoft.com/?kbid=306084).

How is the printer connected? LPT1, USB or Network?
If USB or Network then you need to share the printer and then
apply LPT1 to it to use from DOS:

NET USE LPT1: \\pcname\printersharename
