Probably it is not setup to show in the Start menu. To change it:
Right-click on the Start button and select Properties. On the Start Menu tab
click Customize... button (for Start Menu option). Click the Advanced tab
and select 'Display as a link' or 'Display as a menu' option for Control
Panel in the 'Start menu items' section. Click OK & OK.

Another option to open up Control Panel is to click Start/Run and type
control & click OK.

Shiva, many thanks. Now also learned to get to "TaskBar and Start Menu
Properties" without going thru the control panel.

Is "Settings" on the Start menu ? If so, Control Panel should show up in
the menu to right after Settings is clicked on.
