cannot access add printer wizard

On January 11, 2004 my printers disappeared from printer. When clicking on add printer I am unable to access the Add Printer Wizard. Reconnecting the printer to an adjoining unit and the printer and cable work fine. Have checked services.msc /s and RPC
is on. Have tried virus checks and restoring (but not restoring to a time before Jan. 11). I have all windows updates.

Is the print spooler running?

From the command prompt, type

net start spooler

(and hit enter)
