Can anyone suggest a backup utility that can clone the entire system to,
say, a DVD-RW or another hard disk (in Win XP)?

Image for Windows will support this (including DVD media) for a lot less =
than Ghost.

Cloning means the same as "imaging". Consider purchasing
Norton Ghost to accomplish this task.
