dwwin.exe is a WinXP error reporting tool.
Use the System File Checker tool to scan all of the protected files on your
computer:
1. Click Start, and then click Run.
2. In the Open box, type sfc /scannow, and then click OK.

Tried it and it did appear to work after logging if and
logging off two times. Then I logged in and logged off
again and the error returns. One more line in the error
is DLL initialization failed.
Gateway support suggested to do a repair install of
Windows XP but I'm concerned about that as I don't know
how distructive it will be. Do I have to re-regiter XP
and reconfigure my setup etc.

Before doing any/all of that, try Checking your system for "hijackware":

You *must* seek updates for Ad-Aware, Spybot, etc., before each and every
use, even "right out of the box". But even then, they can't catch
everything. When all else fails, HijackThis
(http://www.merijn.org/files/hijackthis.zip) is the preferred tool to use.
It will help you to both identify and remove any hijackware/spyware. **Post
your files to http://forums.spywareinfo.com/ or the Spyware forum at
http://forum.aumha.org/ for expert analysis, not here.**
Also update your virus definitions and then run a full system scan. From
now on, do both daily.
