It has obviously been disabled. To enable it again do the
following.

1/ Right click on the taskbar (the blue section near the
bottom of the screen inbetween the start and clock)
2/ Select Properties fromt he menu list
3/ In the Properties window click the Start Menu tab.
4/ In the start menu clcik the Customise button
5/ The next window is the Customise start menu window. In
this wiondow clcik the Advanced tab
6/ In the advacned window look for the Start Menu Items
section.
7/ Scroll down the menu list until you come to the Run
Command Option. It is situated just below the Printer/Fax
option
8/ Right click the square box so a tick appears in the
box. Then clcik OK followed, in the next screen, by Apply.
9/ Click OK again to exit. You should now have the Run
option on the Start Menu
