If you install XP onto a new system, XP allows you to
format your drive before the install commences. So the
software must be there on your XP disc. But I'm too much
of a novice to know if this is accessible only when
booting to the XP disc. Maybe some expert out there knows.

BUT, be very careful if you use Partition Magic to obey
their warnings about when not to use the Windows version!
If you have Norton Sys Works installed you must use the
non-Windows version, booting from floppy; they tell you
clearly how to do this. Maybe newer versions have
circumvented this conflict, but, having successfully used
the floppy-based interface to partition and resize, I made
the mistake of using the Windows version just to rename
the new drives - I thought something simple like that
would not matter. It did, and it really messed things up,
like losing the OS!

Or: Right click the My Computer icon on your Desktop/Manage/Storage/Disk
Managment.

Well FWIW, I like Partition Magic. It has a great UI and extensive
documentation. Gives me a feeling of confidence. BING is no less capable,
but harder to figure out.
