Toolbar Question

Just got a new computer with XP...when I'm in Internet
Explorer I set which toolbars I want to show by checking
them, and then locking them into place. I've also set
the buttons to show text. If I close IE...and open it
back up, it's all correct, but everytime I restart my
computer, my changes are null and void. Any ideas?
