It looks like this may be an old application
you may want to add the administrative tools to the start
meny by:
- Right-clicking on the start bar
- Select "Properties"
- Click on the "Start Menu" tab
- Click the button "Customize"
- Click on the "Advanced" tab
- Scroll down all the way in "Start Menu Items"
- Select "Display on the All Programs Menu and Start Menu"
Click ok all the way to get back to Windows
This will add the "Administrative Tools" Folder inside
the All users profile which I think is the problem you
are running into.
