Cant boot new system

New system after fdisk and format c.
Boot from either CD or Boot floppy (downloaded from
Microsoft) gives: " An unexpected error (0) occurred at
line 1768 D:\xpclient\base\boot\setup\arcdisp.c
Press any key to continue"

The system is locked up in windows setup - no cursor
