First when I would open a doc file of 1.3 meg I was seeing the cpu
usage at 99 percent. Minimizing it would rectify it.
Now I have an email program called Eudora and it is using 98 percent
of cpu time when open. (Both open at same time an nothing happens).
Is there anyway to limit the cpu usage for a program?

Not really. You can use the task manager (accessible by right clicking on
the task bar and selecting task manager) and decrease the priority so that
other applications can bump it out of line, but any program, when it is
scheduled, will use as many CPU cycles as it requests.
That being said, you shouldn't be seeing such high utilization constantly. I
