In Windows itself there is no way to do this. u will need
to look for a third-party program to do this.

Rubbish! certainly in Pro you can deny access to iexplore.exe which
effectively denies Internet access!

You must have your HDD formatted to NTFS and Simple File Sharing turned
off. Then logged-in as Administrator (or a user with Administrator
rights) right-click on iexplore.exe, click on the "Security" tab and you
can then set access to the file.
