View Full Version : Unable to start Outlook Express

After installing the Windows XP Professional upgrade
(from Windows 98 SE), I get the following two error
message when I attempt to start Outlook Express:

"Outlook Express could not be started. The application
was unable to open the Outlook Express message store....
(0x8007000E, 3)."

"Outlook Express could not be started because MSOE.DLL
could not be initialized. Outlook Express may not be
installed properly."

I've tried uninstalling and reinstalling OE through the
Control Panel's Add/Remove Programs function, but get the
same result.
