When i hit cntrl alt del it says "task manager has been
disabled by administrator" I am the administrator and did
not do that! How do get the task manager back working??
Also if i right click task bar the task manager section
is grayed out so I can't get at it that way.

Bob,

Download, un-zip, and then run the tool at...
http://www.kellys-korner-xp.com/taskbarplus!.htm
(Repair/Customize Quick Launch, Taskbar and Notification Area)

Navigate to...
[ Taskbar ]
[ Repair, Disable or Enable the Task Manager]
