Somehow I have 2 All Users folders.
1. All Users
2. All Users.WINDOWS

the 1st one I deleted and the 2nd will NOT allow me to
rename it, saying it is a system folder. How can i get
the 2nd one read All Users only.

When you reinstalled Windows, it needed to create the default All Users
folder. Since there was already one on your setup, it tagged the
*.WINDOWS onto the name. In your current setup, this folder is the
working folder for your All Users account. It should not be renamed or
deleted. Doing so would break many underlying references for that
account throughout XP.
