I have an upgrade license of XP-Home. It is installed
but I am not happy with the install, therefore I want to
blow away the disk, format it and start over. For some
reason, I cannot format the disk. When I go through the
CD routine, it re-installs over the previous install. It
does not allow me to reformat the disk. It does not wipe
it clean. I have the win98 full license but can't seem
to get rid of the old XP install.
What do I need to do to reformat the drive and start of
scratch?

You must be taking the wrong setup choice, you want to do an
install and not a repair. You also don't want to do a dual
boot.

Yes, I understand. I've selected INSTALL, not repair and
not dual boot but nothing so far. I'm going to do it
again right now and will report back. If you think of
anything else, please let me know.

Are you starting from within Windows? Or are you booting with the CD?
If starting within Windows, select the custom install. I know this is
available if upgrading from an older operating system. Not sure if it's
available when installing from an existing XP setup.
If starting from the CD, just keep following the Install and "setup windows"
choices. The options to choose partition, remove, create and format are the
very last steps before the actual install starts to take place. You'll be
quite a few screens deep into the process.
If I was on the same path you're on, I would use the boot from CD route.
