Change language

My sister's PC was bought in Germnay and Windows XP is
set up in german. I have tried to set all settings to UK
etc. but all desktop icons and menus are still in
german. can these be changed?

No.
If you need Windows XP in a different language, you need to buy
Windows XP in that language.
