Shortcut Keys

Simple question:

Why don't keyboard shortcut keys we specify in Any
Shortcut->Proprties->Shortcut->Shortcut Key work? The shortcut key works
ONLY if the shortcut is on the desktop, and not anywhere else (not even on
the Quick Launch toolbar, from where I would like to use it).

Move the desktop shortcut into the start menu. The keyboard shortcut will
work if the item is on the desktop - or - in the start menu.

It worked!!

Why isn't this documented in the Help section? In fact, the help topic ("To
specify shortcut keys for specific programs") specifically says that we can
right click on and .exe file OR a shortcut to it, to set a shortcut key.
(Which is also wrong! We CANNOT right click on a .exe to specify a shortcut
key!)

Also, why are we presented with an option to set it at all, if it's not
going to be funtional anyway?

How can I report these issues to Microsoft?

It works if the shortcut is in the Start - All Programs structure too.
I have a folder of 'hotkeys' in that (made in the r-click of the Start
button, 'Open all users' at that first level) where I keep mine
