Maximize button not working correctly

Dell Dimension 4400
Dell 1800FP LCD
NVIDIA GeForce2MX Driver V/5.2.1.6 10/06/2003
WinXP Home V/2002 SP1 with all updates
Explorer, Internet Explorer and any Office programs "full screen" button
uses the full screen but the "maximize" button does not use 1" across the
top of the screen. The area still has the background picture but it is
inactive for normal use. The "Microsoft Office" bar remains active in the
upper right corner, within this inactive 1" area.

Does anyone have any idea in what could be causing this or how to track it
down? I've used msconfig to block all loading with no solution. I have
Norton SystemWorks 5.0, ZoneAlarmPro 4.5.538, Ad-Aware, Pestpatrol, SpyBot
and Hijack This; all with the latest updates. None find any problems. I also
have used quite a few Tweak programs (MS TweakUI, jvRegClean, RegScrubXP,
RegXTeq, etc.) but nothing in these either.

Drag the screen to full size with the cursor. Close the program. Windows
should "remember" the screen size that was last used when you re-open.

It looks like you have some kind of invisible window across the top of
your screen. A window this size is usually created by a "free" internet
access program like NetZero. Did you ever have such a program on your
computer? If so, it may have made some kind of change to the registry
that prevents Windows from using this space. Try reinstalling the
software, then uninstalling it using the Add/Remove Programs feature in
Control Panel.

Remove any 'Auto-hide' option for the Windows taskbar and while the window
is maximized, resize the taskbar then return it to the desired size. This is
to try to make Windows re-calculate the window size and boundaries.

If no joy, run regedit and remove these registry key values:

HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer\Main\window_placement

HKEY_CURRENT_USER\Software\Microsoft\Internet
Explorer\Desktop\OldWorkAreas\OldWorkAreaRects

Then reboot.
