I am trying to get rid of the games, AOL, MSN, Napster and
other preinstaled stuff on XP so ALL users for a specific
computer will not have access to them. I will prefer not
to reinstall the OS. At this time, removing programs apply
to only the account I am working (removing) from. Any hint?
Thanks!

Log on under the Administrator account, not 'an' administrator, but 'the'
Administrator account and remove the programs.

Make sure you are uninstalling the programs from the add/remove programs
applet in control panel and not just deleting shortcuts from the start menu.
