Are you referring to Outlook or Outlook Express?

Ask about a registry setting that will allow you to do this or search the
registry guide sites on google.
I am unable to find a reference to this setting at the moment but this
should help knowing that it can be done via the registry.

They are very different programs.
Try holding down the Control key while you click the link.

Registry Settings
User Key: [HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer\Main]
Value Name: AllowWindowReuse
Data Type: REG_DWORD (DWORD Value)
Value Data: (0 = new window, 1 = existing window)

This has been copied from
http://www.winguides.com/registry/display.php/1006/ which should be able to
tell you a bit more on what is happening. Although it doesnt refer to
outlook express, it does still work as the links in outlook, are shortcuts.

In OE it used to be "try holding down a Shift- key while you click..."
but that doesn't work any more either.

I also tried Shift-Enter after getting keyboard focus onto a link.
I even verified that my path in the Edit Open action is not 8.3.
(Both are things which used to work more or less for me on NT4sp6a.)

This didn't me work for me on XPsp1.

What does work is Jim Byrd's novel idea to
"uncheck the Use DDE box"

I'm not sure what all the consequences of doing that are
but I just went back to check on the option's state and was surprised
to see the it is checked again but instead of Topic: WWW_OpenURL
I now have Topic: System

FWIW
