Customize this folder: HTML Edit?

I understand that MS removed (hid) the ability to edit HTML to customize a
folder view. I have heard several versions about how to get the ability
back, but often the info is mixed in with how to do this on other versions
of Windows, making it a real unclear mess.

Can anyone give a simple 1, 2, 3 type process for enabling folder view edit
via html that applies to Windows XP?

It doesn't support it but does support the results of this. But only on =
a folder by folder basis.
