Installing for single user in XP

Is there a way to install an applition on XP, and only
make it accessible to specific users on the XP system,
rather than all users?

Depends how "unaccessible" you want it to be. You could install it for
all users and then remove the program icons for those users you don't
want to have access. That would work as long as all your users were
Limited and not with Administrator rights as limited users don't have
access to C:/Program Files AFAIK.
