I'm having problems with the user accounts. When I click
the icon it gives me an error message "Automation server
can't create object" if I try to do anything on the user
account screen (which is blank) it gives
me: 'g_Navigator' is null or not an object. I can't seem
to find any other help on this one.

Can you start in Safe Mode okay? What do you have installed on your
system that is termed "Navigator"?

To start in Safe Mode, press F8 after the POST screen and before Windows
starts to load. An advanced start menu will appear. Select Safe Mode
from the list of choices. Log on with any account in the Administrator
group.

If Windows loads up in Safe Mode, check what programs and services are
loading at startup. You can check for this information in the System
Configuration Utility (start> run> msconfig). Try disabling any
non-Microsoft services and startup programs and then starting Windows
normally.

Packard Bell used to use a horrible thing called Navigator AFAIR......

Oh god, I remember that rotten thing. It was on my old Packard Bell
486DX. Guaranteed to corrupt a Windows installation in short order.

It appears Netscape is still referring to their browser (or at least
part of it) as Navigator:
