I can change the My Computer, My Network Places, and
Recycle Bin icons, but they just go back to the default
icons upon rebooting. Any ideas why this would happen?

Try using the inbuilt video drivers.

Ah. Well, I am using the nvidia drivers supplied from
microsoft update, but, this did only start happening
after I installed the latest nvidia drivers. I will try
rolling back to see if that solves the problem.

It is the nvidia drivers. See if the ones at nvidia have fixed it yet. =
www.nvidia.com. Update is always well behind.

Yes, you were absolutly right.. rolled back the driver,
haven't experienced the problem at all since doing
that... I will check out the nvidia web site to see if
the problem has been resolved with another update.
