I disabled all user accounts, How can I re-enable them

I disabled all user accounts, How can I re-enable them??

I can only get on in safe mode after hitting 'ALT CTRL
DEL' and put no user/pass in, I go to edit the user
accounts and it says log on as admin, which I can't do.

Please help

Are you using XP Pro or Home?

To log on as Administrator in XP Pro, on the Welcome screen press
CTRL-ALT-DEL twice, type in the user name of Administrator and the password
you chose when you installed Windows.

For XP Home, you must boot in to safe mode to log on as Administrator.
Restart your PC and start tapping F8 until you get the boot options screen,
choose Safe Mode and when booted, login as Adminstrator user (password for
this is normally blank).

You should now be able to reinstate your other passwords...

From your description your probably signing in on the GUEST account and NOT
in safe mode, but it's not easy to tell...

I login useing safe mode 'Administrator/[blank password]'
on XP home

I go to edit the users and it says contact admin for help,
I can't seem to edit it
