Perhaps you have installed something that is running in
the system tray that needs to closed out before shut down
or rebooting. Just a suggestion :-)

Ive used so many ways and so many programs to shut down whats running. I
have used end it all, the task manager, the services "manager" in the
control panel and I have even looked in the registry.
