is there anyway to control the bandwidth (and maybe even codecs) used for voice (and video) in either Windows Messenger or MSN Messenger ?

To an extent you can in MSN Messenger 6 by utilizing this registry key:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\MSNMessenger \MaxAVBitrate
Otherwise, no, it will adjust itself automatically, see here:
