My PC has a utility called Toast.exe. It has 2 settings - High Priority and
Low Priority. Any idea what it is? I can't contact my PC builder easily now.

Toast is a utility used to torture test and burn in your CPU.

Before using this software you should have a decent temperature monitor and
a good cooling system in place otherwise you could risk damaging your CPU.

As I have had the PC for over a year, can I remove Toast or does it do
something in the background?

It is a simple small program, I don't see any reason why you cant delete it.
It does not install, it's just an exe.
