how would one take the programs off a compaq pentium 2,
running windows 98 and move those programs to my new dell
pentium 4 running windows xp?

Its possible to transfer files from one system to another by various methods
(i.e. your word docs., text files, picture files and -no doubt completely
legal- music/video files etc..) That is files that contain information.
Programmes ( i.e. the processes that 'view' and 'work' on those files)
however need to be re-installed on another operating system.
