what is this???how do I stop this???

[going crazy]

i have a pop up which looks like web page that didn't
connect with the address It has the, "this page can not
be displayed...."message. This pops up even if I don't
connect to the web and if i'm am on the web, the web
opens in another window.

There is a blue bar at the top
which states "Reminder Thursday july 31 7:43 am" or
whatever time/date it is. I tried to click on it and
have it deleted, but there are no options to open the box
up at all!

Is there anything to do to get rid of it forever?

go to start>Run
Type msconfig
click on the StartUp tab, and look for a check mark on the name of whatever
resembles the pop up.
click the box to uncheck it and reboot
