IE oppening in a small box

Often when I click on a URL my Internet exploer opens in
a 2" X 2" box. That box needs to be expanded before
viewing.
Can I change a setting that will open into a full screen?

Don;
Open one instance of IE | Use the cursor (not the
maximize button) to drag the window to the desired
size | Click the Close [X] while holding down the=20
Ctrl key.
