I have email files that were transferred via CD from my
old computer w/ Windows 98 into my new w/ XP. How do I
remove the Read Only attribute from the DBX files so that
XP will import them.

Right click on the files and select 'properites'. at the bottom you will
see a check box for 'read only', just uncheck it

Removing the Read only doesn't help. Error message when
trying to import email messages is that file cannot be
read because the program is already running.
Error message when trying to import Favorites into IE is
that the file cannot be found.

As you seem to have the .dbx files extracted from the old program already,
here's a suggestion that worked in win98 at least - and should work in XP.
Sure it will.
I'm also assuming you have subsequent email in your new inbox already that
you don't want to lose.
This may be involved , but as you say the wizard only seems to be interested
in other applications rather than the files themselves. Maybe one of the
MSVP's may have a much simpler way, but here goes in the meantime
1. Open OE (I'm also assuming its OE you're using too) and delete any mail
that you know is disposable. Empty the Deleted items folder.
2.Delete the mail you want to keep (but be careful NOT to empty the deleted
items folder this time) and close OE.
3. Having checked the properties (checkmark in archive only, usually), copy
your existing old inbox.dbx file to
C:\Documents and Settings\Your User Name Here\Local Settings\Application
Data\Identities\{9CDBSEDA-33F3-4783-B943A7ED078607AS}\Microsoft\Outlook
Express
Your username will be, and possibly the alpha-numeric folder number may be
different .
It will ask if it's OK to overwrite the existing inbox.dbx folder. As its
now empty, say yes.
Open OE, and you will now be able to see your old mail, then go to the
deleted items folder and move your current emails back to the inbox, or
wherever. Then go to 'View> sort by' and they'll integrate in whatever
order you so wish.
You can repeat the process one at a time for any other folders you wish to
restore.
Hope this helps - or even better leads to a less roundabout method being
posted!

DBX files are not imported into IE, they are for Outlook express

Where were these files transferred to? They should NOT be transferred
into the same location as the OE store folder, but into another folder
that you have set up. Also the import will not work if you did not save
the file called folders.dbx
