Focus Stealing settings are not sticking/getting changed

Sure would appreciate some suggestions/help. TweakUI's general/focus
stealing settings keep getting undone, or not sticking - or something.

We found (thanks to www.listsoft/com) the registry settings to set the focus
stealing... however our registry is already set to prevent focus stealing
(we think) here is our registry is it set correctly to prevent focus
stealing and to blink until we click on the tab of the app?? If so, what
other registry key can we set to prevent applications from checking these
keys and changing them?

HKCU\control panel\desktop\ForegroundFlashCount - set to 0
HKCU\control panel\desktop\ForegroundLockTimeout\ DWORD =0

We open RegEdit and we look there and we see these values... are we looking
at the right things?
