When I start up my new computer with WindowsXP and SP1,
the "System 32 File Folder" opens and I have to close it
to proceed. How do I prevent this from happening? (I've
tried Dell support but never got a good answer). Its not
a big problem, just annoying.

It didn'd do this when I first got the computer in June
but it started (I think) after I added a Vissioner 9220
scanner if that's relevant.
