anyone have any suggestions as to how one might install a
purchased copy of the XP upgrade over an existing
bootlegged copy?

If it does, you most likely have a pirated Windows XP Pro.
Purchase Windows XP Pro (Home will not work) and perform a Repair
Installation using the new valid key and CD:

Note that if you do the repair reinstall you will have to reprocess all
Windows updates. Another alternative is to change the product key as
explained in http://support.microsoft.com/?kbid=328874
I have applied this procedure successfully on several occasions.

That will only work if the new AND old are both volume License.
If the new is retail and original is VL, the Product Keys are not
interchangeable
