can not turn of windows xp

The general consensus is that it's caused by Logitech webcam software. It
also sounds like getting rid of it can be very messy. You should start by
going to the Logitech site and looking for the newest drivers. They also
have discussion forums which may be able to give you better answers.

Is there Logitech (webcam) software on the problem machines?
It appears that it is causing you trouble.
You might start by looking on their web site for updated drivers.
