I get a blue HP screen

First I lost the administrator login when I set-up a new administrator and now all I get is a blue HP screen when I log-in. I don't have admin access on the other two accounts that I set-up.

I just don't know where to start.

Start up in Safe Mode (tap F8 while booting up) and you should see the
original Administrator Log in.
