Hi Luiz,
To launch outlook express without email functionality which is what the
Outlook Newsreader is make a shortcut to
"C:\Program Files\Outlook Express\msimn.exe" /newsonly
Hope the helps

It's in your Start menu/Programs/Office folder unless you deleted it. Make a
shortcut from that.
Otherwise, in Program Files/Microsoft Office - or just do a Search for
Outlook.

Outlook's newsreader is actually not part of Outlook at all. It's
simply Outlook Express started in news-only mode. To have a
shortcut to it, create a shortcut with this target:
"C:\Program Files\Outlook Express\msimn.exe" /outnews

Supplemental to the other replies here:
If you want a very simple news reader program, Outlook Express is fine.
However, you may run into some limitations in that program. It's not
designed for a "power user" to access newsgroups. If you find yourself
banging your head against a wall when you hit the barrier -- especially
if you plan on doing any binary up- and downloads -- consider some other
programs:
Free Agent (freeware) and Agent (shareware): see
http://www.forteinc.com/main/homepage.php
Gravity (was commercial, now free): see
http://lightning.prohosting.com/~tbates/gravity/
I'm a devotee of Gravity, personally.
You'll find details about these and others in the following newsgroups:
news.software.readers
alt.usenet.offline-readers
Hope this helps.

A different point of view here: Agent was the first newsreader I
ever used. I switched from it to Outlook Express because I
*prefer* OE.
However I do agree that if you use binary newsgroups, Outlook
Express is far from ideal. Since I don't, I find that Outlook
Express meets *my* needs better than other newsreaders I've
tried.
