when setting up a user account can the owner have the control to prevent the user access to programs such as the internet? how can i restrict access to a user account?

In Windows XP Professional: yes. You can use GPEDIT.MSC for this
purpose. Or - more simple - use the Guest account for that purpose,
which is not able to connect to the Internet.

Apply a password to the account in the Control Panel > User accounts.
