If you have a OEM or retail CD then you don't really need one - the CD is
bootable.

You don't need them if you have your xp cd rom, you boot off the cd rom.
Don't forget to set you cmos or bios to boot off the cd rom as the first
boot device.
The floppies are a set of 6 and a pain.

If your CD becomes dirty/corrupt or your having problems on how to boot from the CD-Rom, go to below website and you can create floppies for booting WinXP:
Boot Disk Windows XP 2000 NT NTFS.com
