legal status of the inventor of RPC?

I am one of those victimized for two day by the RPC worm.
But a fix solved the problem yesterday.
However, no damage on my computer or file was done.

I am just curious whether the inventor of the RPC worm committed by
releasing the virus.

A bunch of FBI-equivalents around the world are likely working on it,
I'd imagine. The "love note" to Bill didn't sound like a native
