We installed and activated Windows xp home. It turns out
that we need Windows 2000, so we've bought the full
version and are ready to install it. We will have to
reformat the hard drive and install the 2000. But our
question is this: can we deactivate the windows xp home,
and sell it to someone else. We just bought and
activated it about 2 weeks ago, and will be completely
scratching it from the hard drive in order to install the
full version of 2000. We are trying to get our money out
of the Windows xp. Can this be done?

You can sell the copy of Windows XP. De-activation is not necessary,
the new owner can activate the copy as usual.
