You say that you've already checked regional settings and that looks
okay. (Date and month format is what you expected it to be?)

All that's left is the how the timer mechanism in the software is
interpreting those settings. Have you contacted the software vendor
about the regional date problem? They would probably be interested in
finding this out and may be able to do something about adjusting your
evaluation period.
