Can not create Qick Launch Bar

When I try to establish the quick launch bar im the
taskbar, I get the message: "Can not create Quick Launch
Bar" and the operation is terminated.

It is a complete new installed WinXP SP1, with all
essential updates installed.

The folder "C:\Dokumente und Einstellungen\Jochen
Haink\Anwendungsdaten\Microsoft\Internet Explorer\Quick
Launch" is present and has shortcuts as usual.

Can anybody help please.
