regedit will not open

I am using XP Home, the problem is each time I try to
open "regedit" or use the "control/alt/delete" keys the
window opens then closes after maybe 10 seconds.

Rename regedit.exe to regedit.com then:

Download then Merge the edit on line 251 then delete all the files mentioned
