ok well i dont know really how to explain this , i have
two accounts set up on this pc both with admin
properties, this problem is only affecting one account.
on any webpage with a background color, the background
color is not showing, on msn.com the entire background is
white i can see the writing but no blue background. i
cant see the background on msn or yahoo profiles, and in
yahoo chat the colors and fonts of other users do not
show, it only shows up as tahoma 8 black

ive tried changing the themes in windows but it happens
no matter what theme it is on.

ne help would be appreciated

Within Internet Explorer, go to tools - options, and then (on the General
tab) click on the accessibility button. Make sure you don't have the options
to ignore formatting checked.
