I am using Win. XP Home. When I am downloading big files off the
internet the download frequently stops even though I am still connected
to the internet. Is there any way to force the download to resume from
where it halted without starting it over again?

No, Internet Explorer doesnt support resuming.

You can only resume a download with Internet Explorer if the following
conditions are true.
*If* you reconnect to the download site while the partial load is still in
the cache, *if* the downloading server supports resume, and *if* the server
is not one of many (ie part of a server farm) then just clicking on the link
should allow the download to resume.
There are third party products that manage downloads and can force resuming
of a download. Go to some of the popular software download websites to find
these.
